The amount the team would have to contribute toward an arena under Gov. Ed Rendell's backup plan cannot be changed, Onorato said.

If Isle of Capri Casinos wins the slots license for Pittsburgh, it has agreed to pay $290 million for an arena, which would be owned by the SEA.

But if either of the other two slots bidders wins the casino license, the team would be asked to pay $8.5 million up front and $2.9 million a year, while forgoing $1.1 million a year in naming rights.

"That's pretty much the terms," Onorato said.

He said he would not be willing to use money from the county's Regional Asset District for an arena. RAD collects a 1 percent sales tax in the county, which has paid for Mellon Arena debt and repairs.

Team spokesman David Morehouse said the Penguins have "never talked to anybody" about a backup plan to pay for an arena.

"We think Isle of Capri is the best plan," he said.

Fingold and the SEA can start negotiating lease terms for a new arena, but Onorato said, "I really don't think there's that much in dispute here." "
